More offshore drilling could soon come to Santa Barbara County
More oil drilling could soon be happening on the South Coast, but it could also mean less local control of air pollution.
The U.S. House approved a bill yesterday limiting the red tape oil companies have to go through to secure permits to drill.
It would give the Environmental Protection Agency six months to decide on air pollution permits for offshore rigs and platforms and also reduce the authority local agencies have in limiting air pollution produced by oil rigs.
"I do believe that it could result in significantly more air pollution being generated in Santa Barbara County," said Terry Dressler, the head of the Santa Barbara County Air Pollution Control District.
He said he was against the bill and that his agency needed to keep its full power.
"One of the whole reasons why we have been able to be successful in cleaning up our air quality in Santa Barbara is our authority to regulate the air pollution from these sources," he said.
Fewer limits could mean more offshore rigs in Santa Barbara County, which is home to most of California's oil platforms.
That's why Congresswoman Lois Capps tried to introduce an amendment that would keep local agencies more involved, but it failed to pass.
While both Capps and Dressler both say the bill would create more pollution, Joni Gray, the head of the County's Board of Supervisors, says the bill would instead create more jobs.
Gray says she's excited about the bill and that there's been much more oil seepage near the coast since drilling has slowed down.
"I've been concerned about the many hurdles that the oil companies have to go through in order to develop the oil offshore," she said.
The hurdles have proved to be real obstacles; Shell Oil scrapped plans to drill off Alaska in February because the EPA's appeals board delayed approving permits pending further review.
Shell says the company supports any effort to make the permitting process more efficient and that "no company should have to work for over five years to get a useable air permit."
"It's just gotten so complicated the oil companies have said, 'We're just not going to drill there,'" she said. "So now, that will bring them back. We have the ability and expertise to monitor that so it should be a positive event."
Santa Barbara County's Air Pollution District would still have the power to regulate these sources, but what would change is the amount of pollution it's allowed to regulate.
