Baldwin County EMA hire turns down $97000 contract due to 1-year term
BAY MINETTE, Alabama -- The winner of a national search to fill the top job at Baldwin County's Emergency Management Agency said no thanks to the offer 2 days after signing a contract worth $97,000 a year, saying the year-to-year contracts were a deal-breaker.
In an email sent Sunday, Karen Blackwood of Atoka, Tenn., said, "after additional consideration and discussion with my family, I have decided that I am not comfortable relocating my family with the uncertainty of a 6-month employment contract followed by year-to-year employment. As I mentioned on Friday, this was a major concern of mine regarding this position."
Blackwood was apprehensive about signing the contract on Friday, saying the initial 6-month contract followed by a 1-year contract provided little security for her family to make a move to the area.
"Due to the unreliable nature of contract employment and the historical issues with the director's position," Blackwood wrote, "this situation does not allow for the stability that I need for my family."
Commission Chairman Frank Burt responded by email that he was disappointed to see her turn down the position.
"I was very much looking forward to you joining our great group of professional Department Heads who presently serve the wonderful people of Baldwin County with the same contract you signed," he wrote.
Commissioner Tucker Dorsey wrote a response to Burt, saying, "I told you the contract term was a problem and now we look completely incompetent."
Burt fired back that he had done what he believed best for a group of highly professional department heads working for the county -- a group whose contracts were changed to year-to-year approvals with decreased severance pay after the new commission took office in November.
In negotiations on Friday, Burt first offered an annual salary at the level of the last director, just more than $84,000. Blackwood pushed for $100,000 saying she had an offer for $114,000 in Nevada. She ultimately accepted an offer of $97,000.
"I abandoned what I believed best when I relented to her very determined push well above what I thought was a very good salary offer!" Burt wrote to Dorsey. "I just cannot be pushed to tear down what we have built!
"I assure you that I don't believe myself to be the least bit incompetent. I believe to have done otherwise may have proved to be so," Burt wrote.

As a professional, I would NEVER move my family with such uncertainty. I assume her husband works, so he would have to give up his job as well. Burt, I do not know you, never heard your name before.. but that said, you are an ignorant fool. If these are your terms, your only chance is to hire someone local. Let me ask you a question Burt.. and I hope you will respond. If your wife got an offer with only a 6 month contract in Tenn..would you quit your job sell your home, and move with kids and all with the possibility you could be let go after 6 months? I am still flabberghasted that you would think a qualified person would do this.
